Die Welt Anti-Doping Agentur (WADA) hat einen neuen Internationalen Standard für Code-Compliance by Signatories (ISCCS) entwickelt. Dieser regelt zukünftig die Einhaltung der Regelungen des Welt Anti-Doping Codes (WADC) seitens der Unterzeichner.
"Der neue Internationale Standard für Compliance trägt dazu bei, Lücken in der Anti-Doping-Arbeit zu schließen. Die Einführung des Standards ist wichtig für saubere und faire Wettkämpfe", sagte Dr. Lars Mortsiefer, Vorstandsmitglied und Chefjustitiar der Nationalen Anti Doping Agentur (NADA): "Zukünftig wird es für die WADA möglich sein, klare und eindeutige Konsequenzen gegen Organisationen und Länder auszusprechen, die die Vorgaben des Codes nicht umsetzen. Damit wird der uneinheitlichen Vorgehensweise, wie wir es unter anderem im Fall Russland gesehen haben, eine deutliche Regelung entgegen gesetzt."
Der neue Standard tritt am 1. April 2018 in Kraft und regelt im Einzelnen folgende Punkte:
- die Rechte und Verantwortlichkeiten der Unterzeichner des Codes,
- die Möglichkeiten der WADA, die Unterzeichner bei der Erreichung, Aufrechterhaltung oder Wiedererlangung der Code-Compliance zu unterstützen,
- eine Reihe von abgestuften, klar geregelten und adäquaten Sanktionen im Fall von Abweichungen und
- einen Prozess, um die Non-Compliance und allfällige Konsequenzen festzulegen.
Zu den Unterzeichnern des Codes gehören unter anderem das Internationale Olympische Komitee, das Paralympische Komitee, die Nationalen Olympischen Komitees, die Regionalen und Nationalen Anti-Doping-Organisationen, Sportgroßveranstalter und weitere.
Zur Ermittlung der Code Compliance der NADA hatte die WADA bereits im letzten Jahr Auskünfte mittels eines umfangreichen Fragebogens erhoben. Diese Prüfung der Dokumente richtete sich an Nationale Anti-Doping-Organisationen, Internationale Sportfachverbände sowie an Veranstalter von Großsportereignissen. Die WADA hat der NADA nach erfolgreichem Abschluss des Prüfverfahrens am 19. März 2018 die daraus resultierende Code Compliance bestätigt.

New standard for code compliance
The World Anti-Doping Agency (WADA) has developed a new International Standard for Code Compliance by Signatories (ISCCS). This will regulate compliance with the rules of the World Anti-Doping Code (WADC) by the signatories in the future.
"The new International Standard for Compliance helps to fill in gaps in the anti-doping work. The introduction of the standard is important for clean and fair competition," said Dr. Lars Mortsiefer, Member of the Executive Board and Chief Legal Officer of the National Anti Doping Agency of Germany (NADA): "In the future it will be possible for WADA to make sure clear and unambiguous consequences against organizations and countries that do not implement the code are executed. Now there are clear rules in place against heterogeneous approaches, as we have seen it, inter alia, in the case of Russia."
The new standard comes into force on 1 April 2018 and regulates the following points in detail:
- Code Signatories' rights and responsibilities;,
- the ways WADA supports Signatories in achieving, maintaining and, where applicable, regaining Code compliance; and;
- a range of graded, predictable and proportionate sanctions for cases of non-compliance by Signatories; and, a process for determining non-compliance and consequences.
Signatories to the Code include the International Olympic Committee, the Paralympic Committee, the National Olympic Committees, the Regional and National Anti-Doping Organisations, Major Sports Event Organisers and others.
WADA had already collected information last year by means of a comprehensive questionnaire to determine the code compliance of NADA Germany. This review of the documents was addressed to National Anti-Doping Organizations, International Sports Federations and Major Sports Events Organisers. Following successful completion of the review process on 19 March 2018, WADA has confirmed code compliance to NADA Germany.
