Regulation for non-testing pool athletes

Many anti-doping regulations only apply to athletes of certain high levels and when they are member of a testing pool. However, recreational athletes also have to follow certain rules, if they have to use prohibited substances or methods for medical reasons.

Changes of the regulation for medical certificates for non-testing pool athletes, valid from 01.01.2023

As of 01.01.2023, NADA Germany’s previously valid regulation for medical certificates for non-testing pool athletes will be replaced by the regulation of WADA's International Standard for Therapeutic Use Exemptions (ISTUE). All Athletes who are not member of a NADA Germany testing pool or a German sport league that requires TUEs, and who use any prohibited substances or methods must apply for a retroactive Therapeutic Use Exemption after a doping test and upon request by NADA Germany. The sole submission of a medical certificate is no longer sufficient. 

Important: A TUE-application by athletes who are not member of a NADA Germany testing pool or a German sport league that requires TUEs is only necessary after a doping test. In these cases, the athletes will be contacted personally by NADA Germany and asked to apply for a TUE. No application is necessary in advance. As soon as additional steps are necessary, NADA Germany will contact the athlete immediately and provide comprehensive information.

Information regarding the use of permitted substances

Generally, athletes should declare all used pharmaceuticals - permitted or prohibited - on the doping control form if they are tested. Beyond that, athletes do not have to inform NADA Germany about the use of permitted substances or methods. NADA Germany solely processes TUE-applications for prohibited substances, not for permitted ones.
